KONGRENİN İÇERİĞİ
VE AMACI
Türkiye’de
mimarlık, toplumsal, ekonomik ve kültürel alanlarda
sıkıntılı bir dönüşüm süreci yaşamaktadır. Bunun bir sonucu
olarak da kendi politikasını oluşturmak için çaba
harcamaktadır. Geçmişte olduğu gibi bugün de AB uyum
yasaları bağlamında mimarlık alanındaki yeni gelişmeler ve
evrensel düzeyde ‘ideal mimarlık’ kavramına ulaşmayı
hedeflemektedir.
Yapılı çevrenin
biçimlenmesinde mimarlığın kendi iç dinamiklerinin yanı sıra
çeşitli ‘erk’lerin de etkin olduğu gözlemlenmektedir. Hatta
kentlerin oluşumunda baskın rol oynayarak adeta kentlerin
gerçek biçimleyicileri olmaktadır.
Bugün kentleri
biçimlendiren ‘erk’lerin neler olduğu, hangi değerlerle
mekânları şekillendirdiği, mimarlığın kendi ‘erk’ini ortaya
koyabilmesi bakımından son derece önemlidir. ‘Erk’ler kenti
kendi istekleri doğrultusunda oluşturmak için stratejiler
üretirken, mimarlar bu konuda çoğu kez kayıtsız
bırakılmaktadır. Mimari kimliksizliği yaratan koşullar,
sessiz bireyler, tüketimle ölçülen toplumsal statü, yükselen
değerler adı altında içi boşaltılan toplumsal değer
yargıları, kazanma tutkusunun öne çıkması, iletim araçları
ile körüklenen tüketim olgusu gibi sayısı daha da
arttırılabilecek çeşitli etkenler mimarlığın kültürel yönünü
zayıflatmış ve ‘erk’lerin kenti oluşturmasına ortam
hazırlamıştır.
Kentlerin gerçek
biçimleyicileri olarak bugün öne çıkan ‘siyasal erk’,
‘ekonomik/parasal erk’ ve ‘toplumsal erk’ aktörleri etkin
roller üstlenerek kentsel yaşam kalitesini olumsuz etkileyen
mimari faaliyetleri yüreklendirebilmektedir. Adeta
oldubittiye getirilen toplu konut uygulamaları, sözümona
kentsel yenileme projeleri, rant tesisleri ve cazibe merkezi
adı altında yapılan plan dışı uygulamalar, kent
belleklerinde önemli yer tutan mimari eserlerin çeşitli
gerekçelerle ortadan kaldırılmaları, yarışmalarla elde
edilmiş ancak çoğu kez sonradan boyut değiştirmiş proje
uygulamaları, gibi birçok sorun sıralanabilir. Bu sorunlar
aşağıda belirlenen alt başlıklar kapsamında irdelenebilir.
• ‘siyasal erk’ ve
mimarlık; yasa hazırlayıcılardan, uygulama/ihale sürecine
oradan da belediye meclis üyelerine
kadar uzanan
siyasi yapılanma ile mimarlık ilişkisi,
• ‘ekonomik/parasal
erk’ ve mimarlık; yatırımcılar ile mimarlık ilişkisi,
• ‘toplumsal erk’
ve mimarlık; toplum kuruluşları, meslek örgütleri ile
mimarlık ilişkisi.
Bugün mimarlar,
genelde ‘erk’i temsil eden müşterinin isteklerini karşılamak
ya da toplumsal yararları gözetmek ikilemi ile karşı karşıya
kalmıştır. Gerçekte, bireysel çıkarları dayatmayan bir
yaklaşımla mimarlar bir yandan ‘erk’e hizmet ederken, bir
yandan da topluma hizmet edebilir.
Mimarlar Odası
Bursa Şubesi özellikle kongre başarı kalitesini arttırmak
amacı ile 17. Yapı ve Yaşam Kongresi’nde “…Ve Mimarlık”
başlığı altında mimarlık mesleğinin yapı üretim alanındaki
diğer disiplinlerle ilişkilerini, 18.Yapı ve Yaşam
Kongresi’nde “Mimarlığa Bakış” başlığı altında toplumu
oluşturan dinamiklerin mimarlığa bakışını, 19.Yapı ve Yaşam
Kongresi’nde ise “Mimarlığın Geleceği ve Gelecek İçin
Mimarlık” başlığı altında mimarlığın dünü, bugünü ve
yarınını tartışmış ve sonuç bildirilerinde somut
değerlendirmeler ve öneriler ortaya koymuştur. Mimarın ve
mimarlığın rolü ve bugünkü konumu ile siyasal, ekonomik,
sosyal ‘erk’lerle güçlü bir iletişim içerisinde olduğu
görüşü ile 20. Uluslararası Yapı ve Yaşam Kongresi’nin ana
başlığı ‘Erk ve Mimarlık’ olarak belirlenmiştir. Bu başlık
altında Kongre’de bugün birçok kentimizde yaşanan mimari
olumsuzlukların gerçek nedenlerini kavramak, tartışmak ve
çözüm önerileri üretmek için bu oluşumu ilgilendiren
konuşmacılar davet edilerek beklentilerin açıklanması
hedeflenmektedir.

YÖNTEM
Kongre'de, alt başlık
açılımları olarak belirlenen sorulara cevap arayacak
tartışmaların ve irdelemelerin yapılması amaçlanmaktadır.
Oturumlarda görsel sunuşlara ağırlık verilmesi
beklenmektedir. Bildirilerin görsel sunuşlarıyla birlikte
yayınlanarak, değerli bir belgelik oluşması sağlanacaktır.
Kongreye başvurular
Bilimsel Kurul tarafından değerlendirilerek
sonuçlandırılacak, seçilecek bildiri ve afişlerin yanı sıra
çağrılı sunuşlara da yer verilecektir.
KATILIM BİÇİMLERİ VE
FORMAT
Bildiriler için
300-400 kelimelik bir özet gereklidir. Özet metinler Türkçe
ve İngilizce olarak hazırlanacaktır. Poster sunuşlar için
100-200 kelimelik bir taslak istenmektedir. Taslaklara jpg
formatında iki şekil eklenebilir. Taslaklar Türkçe ve
İngilizce olarak hazırlanacaktır. Ana dili Türkçe olmayan
katılımcılar yalnızca İngilizce özet / taslak
göndereceklerdir. Gönderilen özet veya taslaklarda bildiri
veya poster sunuşuyla ilgili seçim mutlaka bildirilecektir.
Özet veya taslakları
kabul edilen katılımcılara, tam metinlerin veya posterlerin
final sunuş standartları, kabul için yapılacak ikinci
duyuruda daha sonra bildirilecektir.
Yazılı malzemeler Ms
Word dosya olarak hazırlanıp e-posta ile veya bir kopya
disket/CD ve bilgisayar çıktısı olarak aşağıdaki adrese
teslim edilecektir. Görsel malzemeler jpg formatında en az
300 dpi çözünürlükte hazırlanmalıdır. Türkçe ve İngilizce
bildiri özeti veya poster taslaklarının başında; birinci
satırda bildiri/poster başlığı, ikinci satırda bildiri/poster
sahiplerinin unvanı, adı ve soyadı üçüncü satırda kurumu ve
iletişim bilgileri yer almalıdır.
KONGRE KATILIM ÜCRETİ
Bildirileri veya
posterleri kabul edilen katılımcıların BİLDİRİ VEYA POSTER
BAŞINA ödeyecekleri KATILIM BEDELİ 100 YTL.'dir.
Katılım bedellerinin,
en geç 22 Şubat 2008 tarihine kadar Denizbank Bursa Şubesi
536083 no'lu Mimarlar Odası Bursa Şubesi hesabına
yatırılarak, banka dekontunun 0 224 273 1020 numaralı faksa
gönderilmesi gerekmektedir. Kongre katılım bedeline katılım
belgesi, kongre kitabı, bir adet çanta, eşzamanlı çeviri,
yaka kartı, kahve servisi, öğle ve akşam yemekleri dahildir.
İlave çanta bedeli 50 YTL.'dir.
PANEL
Kongre sonunda
düzenlenecek panelde, kongrede sunulan bildirilerle ele
alınan konular, sonuç bildirgesi oluşturulacak şekilde
tartışmaya açılacaktır.
BAĞLANTILI
ETKİNLİKLER
Kongre'nin yapılacağı
fuar alanında, 19 - 23 Mart 2008 tarihleri arasında Mimarlar
Odası Bursa Şubesi & Tüyap Bursa Fuarcılık tarafından "Bursa
Yapı ve Yaşam Fuarı" düzenlenecek; ayrıca sergiler ve
mimarlık öğrencilerine yönelik çalışma atölyeleri (workshop)
yer alacaktır.

CALL FOR PAPERS
Architecture in
Turkey is experiencing a troublesome change in society,
economy and culture. Consequently, it is trying to establish
its own policy. It is aiming to get innovations in
architecture in accordance with the adaptation law of EU and
‘ideal architecture’ in universal level as in the past.
It is observed
that various ‘powers’ as well as architecture’s own dynamics
are effective in shaping the built environment. Even, they
have become the real former of the cities by exercising a
dominating role in building cities.
Today, what powers
form the cities and what values powers utilize in shaping
the spaces are important when it comes to architecture that
is establishing its own powers. While ‘powers’ are using
strategies to build cities according to their wishes,
architects are often excluded from this activities. Numerous
factors such as conditions creating architecture without
identity, passive individuals, social statue evaluated with
consumption, corrupted social values which are regarded as
rising values, obsession to win, consumption fed by media
and so on have weakened the cultural aspects of
architecture; hence let ‘powers’ built the cities.
As the real former
of cities, the leading ‘political powers’, ‘economical
powers’, and ‘social powers’ direct the architectural work
having a negative influence on quality of urban life. A lot
of problems could be mentioned as follows; mass housing
production quickly emerged, so-called projects of urban
transformation, rentable facilities, buildings without plan
under the titles of entertainment centers, destroying the
architectural works that have an important role in the urban
history because of various reasons, projects gained in
competitions but altered frequently. These problems can be
described in sub-topics in the following:
• ‘political
power’ architecture; relationship between central and local
governments and architecture
•
‘economical/financial power’ and architecture; relationships
between investors and architecture
• ‘social power’
and architecture; relationship between civil organizations,
chambers of professions and
architecture
Today, architects
face the dilemma of either satisfying the desires of clients
as power or focusing on social benefits. But if in fact
there was an approach not insisting on individual benefit,
architects would be able to serve both the ‘power’ and
society.
Especially with
the aim of enhancing the success of congress, The Chamber of
Architects Bursa Section, has argued the relationship
between architecture profession and other disciplines in
building construction under the topic ‘…And Architecture’ in
the 17th Building and Life Congress; the view about
architecture of dynamics forming the society under the topic
‘Viewing Architecture’ in the 18th Building and Life
Congress; ‘the past, today and future of the architecture’
and under the topic ‘Future of Architecture and Architecture
for Future’ in the 19th Building and Life Congress and by
means of resolutions it established concrete assessments and
proposals. On the basis that the role of architect and
architecture and its position today interacts effectively
with political, economical, social ‘powers’, ‘Power and
Architecture’ has been decided as the main topic of the 20th
International Building and Life Congress. In this Congress
main objective is, in order to observe and understand/learn
causes for very many undesirable architectural
endeavors/activities in many cities as well as proposals for
solutions and open discussions by concerned professional
will be welcomed.

METHOD
It is aimed that
discussions and analyses, in search for answers to the
questions determined as subtitles, will be made in the
Congress. It is expected that visual presentations will be
emphasized in the sessions. A valuable documentation will be
constituted by publishing the papers together with their
visual presentations.
Applications for
the Congress will be evaluated and finalized by the
Scientific Committee; keynote presentations will take place
in the Congress in addition to selected papers and posters.
TYPES OF
PARTICIPATION AND FORMAT
A summary between
300-400 words is required for paper proposals. A draft with
100-200 words is requested for poster presentations. Two
diagrams can be added to the drafts in jpg format. Summaries
and drafts will be prepared both in Turkish and in English.
Participants whose native language is not Turkish will send
only an English summary/draft. In the summaries and drafts
sent, it should be absolutely indicated whether the
statements are papers or poster presentations.
Final presentation
standards for papers or posters for the participants whose
summaries or drafts have been accepted will be announced in
the second announcement which will be made for acceptance.
Written material
will be prepared as MSWord file and sent to the following
address either by e-mail or submitted as a copy of a floppy
disc / cd and a printed document. Visual material will be
prepared in jpg format with minimum 300 dpi resolutions. At
the beginning of each Turkish and English paper summary or
poster draft; paper/poster title should be placed in the
first line; participant’s title, name and surname should be
in the second line; and the name of their institution and
communication information should be placed in the third
line.
CONGRESS
PARTICIPATION FEE
Participants whose
papers or posters have been accepted should pay 100 EURO per
paper / poster.
Participation fees
should be paid to the account number 536083 at Denizbank
Bursa Branch in the name of the Chamber of Architects, and
the bank receipt should be sent to the Chamber by fax (+90
224 273 1020) until February 28, 2008.
Participation
certificate, Congress guidebook, a bag, simultaneous
translation, name tag, coffee service, lunch and dinner are
included in the participation fee. Price of each extra bag
is 50 EURO.
PANEL
In the panel which
will be organized at the end of the Congress, the subjects
discussed in the papers presented at the Congress will be
opened to discussion in order to constitute a final
statement.
RELATED ACTIVITIES
Bursa Building and
Life Fair will be organized by Tuyap and Chamber of
Architects Bursa Branch between March 19 - 23, 2008, in the
exhibiton area where the congress will be held, in addition
exhibitions and workshops for Architecture Students will be
released.
